In mid-April 2025, China's Ministry of Commerce, together with several other departments, released the Measures for Further Optimizing the Foreign Trade Development Environment. These policies cover a wide range of areas including export tax rebate optimization, customs facilitation, overseas warehouse support, and foreign trade credit guarantees, aiming to promote high-quality growth in the foreign trade sector and provide stronger support for enterprises exploring international markets.
Key highlights of the policy include:
1. Improved export tax rebate efficiency: High-quality export enterprises can now enjoy "immediate declaration and immediate rebate," significantly shortening the capital return cycle.
2. Upgraded "Single Window" system: Customs procedures are further simplified, reducing required documentation and enhancing clearance efficiency.
3. Expansion of overseas warehouse pilot programs: Enterprises are encouraged to build overseas warehouses, with financial subsidies and policy support to improve cross-border e-commerce fulfillment capabilities.
4. Strengthened credit support: Greater credit access for small and medium-sized foreign trade enterprises, along with expanded coverage of export credit insurance, effectively reduces financing costs and risks.
Industry experts point out that with the global market becoming increasingly complex and volatile, Chinese foreign trade enterprises urgently need strong policy backing. The introduction of these new measures is expected to boost confidence and enhance the overall competitiveness of the foreign trade sector.
For foreign trade professionals, leveraging policy dividends and adjusting market strategies in a timely manner will be key to achieving trade growth in 2025.
